2025 Federal Government Shutdown - Updates on 3SquaresVT Benefits

We know many of us are worried about what will happen with 3SquaresVT benefits in November given the ongoing federal government shutdown, and unclear information from USDA about what is possible.

Here is what we know right now:

  1. USDA has stated that there is not enough money to fund SNAP benefits for all 40 million people across the country if the government shutdown continues into November. This is not a guarantee that benefits won't go out.

  2. USDA has said they may prevent SNAP retailers from accepting EBT cards on November 1 if the shutdown continues. This is highly unusual and is not confirmed.

  3. While some reports have raised concerns, no official decision has been made. At this point, USDA has not issued formal guidance on whether benefits will or won't be distributed. They also have not said anything with certainty about whether EBT cards will not be accepted on November 1st, if the government remains closed.

  4. Leaders in Vermont met on Thursday, October 16 to discuss possible state actions to make sure people’s basic needs in Vermont are met at this moment, including release of state funds to temporarily pay for food and fuel benefits..

This uncertainty is deeply unsettling for households that rely on 3SquaresVT to put food on the table, and for the community organizations who support them.

We are in close contact with state and national partners and will share verified information as soon as it becomes available.

In the meantime, we urge everyone to hold firm — please avoid spreading unconfirmed reports, and continue to reassure folks that we will share clear, accurate updates the moment we have them. There is still time for Congress to open the government before November 1st.
